Experience
• Experience of managing & supporting staff
• Experience of working for a humanitarian aid organization in a developing country
• 5 Years experience of working in public health after qualifying
• Experience with Red Cross National Society preferred
Qualifications
University Degree or equivalent in a relevant discipline, a post-graduate degree in public health, project Management or other related sciences preferred

General Duties, Key Tasks and Responsibilities
STRENGTHENING NATIONAL SOCIETIES AND WEST COAST OFFICE
1) Support national societies in the West Coast region in their avian and human influenza activities, especially to prepare for and respond to an influenza pandemic.
2) Support and coordinate start-up and implementation of H2p programme activities in selected countries within the West Cost region.
3) Support establishment and recruitment of H2P country teams. Provide technical guidance, expertise and support to AHI country coordinators and their teams.
4) Assist in the drafting of preparedness and response plans, including the review of national society disaster.
5) Plans, to identify elements relevant to pandemic preparedness and/or review national society pandemic preparedness plans as available.
6) Support Red Cross Red Crescent societies in maintaining a primary role in their country’s national, sub-national and local pandemic preparedness plans, in cooperation, as appropriate, with key national and local Government departments/ entities, pertinent civil society bodies and other relevant stakeholders.
7) Support capacity building initiatives and ensure these provide the level of long-term preparedness capability required for other similar disaster response needs.
8) Ensure Business Continuity Planning is integrated into pandemic preparedness planning.
9) Ensure community-based pandemic preparedness activities harmonise with those of target countries in other zones.
COORDINATION
1) Under the guidance of the Zonal AHI manager be the focal point for AHI activities in the West Cost region.
2) Cooperate and coordinate closely with inter-agency coordination structures in the region and where appropriate/advantageous support national societies in identification of operational partners.
3) Liaise with PNS, ICRC and other relevant field partners in the region and ensure integration of AHI activities into existing programming.
4) Coordinate organization of necessary H2P project meetings at West Cost level.
FINANCIAL MANAGEMENT AND REPORTING
1) Supervise and monitor the financial management of AHI programmes in line with agreed plans/budgets.
2) Ensure that quality reports are prepared in a timely manner and in line with requirements specified in the H2P grant agreement, other donor/pledge-based contracts and/or standard Federation reporting guidelines.
3) Provide regular management/operational reporting to the zonal AHI manager and the zonal Health and care coordinator as required.
MONITORING AND EVALUATION
1) Monitor the implementation of country-level programmes and activities, including training, technical guidelines exercises and other relevant initiatives.
2) Ensure that rigorous monitoring and evaluation criteria are being applied to measure the progress against set objectives.
RESOURCE MOBILIZATION
Support national societies in mobilizing appropriate global and local resources (global programme funds, donations, secondments) to ensure timely delivery against objectives of all AHI programming in the West Cost region.
