Reports to: Head, RFP & Optimization
Summary Job Responsibility:
• Oversees planning, prioritization and assignment of targets and tasks to entire Radio Network Development section.
• Reviews allocation/utilization of resources and section performance.
• Oversees all activities related to the coverage prediction for planned radio base stations ensuring conformance to standards, procedures and guidelines.
• Oversees the assessment of available capacity, current utilization of capacity and additional requirements to meet new/increased traffic needs with respect to Radio Network.
Requirements:
• Bachelor’s degree in Electrical/Electronic engineering or related field.
• Relevant certification
• Post Graduate degree, MA/MBA/M.Sc, desirable.
• 6 – 8 years post NYSC experience in Radio Network Development, design, planning and optimization for large-scale commercial operations; deployment, planning, field trial planning and execution.

MANAGER, ACCESS NETWORK SUPPORT (West & North Regions)
Reports to: Head, Access Network/Operations
Summary Job Responsibility:
• Provide specialist advice for the resolution of network related faults emanating from subscribers, switching systems, Base Station Systems, Transmission and Value Added platforms.
• Assists the Head, Access Network in communicating the unit’s direction and objectives to subordinate staff.
• Ensure proper monitoring of the network for overall efficiency and trouble spots using performance management tools and provide technical status reports to different target groups.
• Liaise with the customer experience centers, dealers and sales outlets across the country to collect information on network related faults.
• Assists in identifying required resources, personnel and funding to achieve the unit’s strategy.

MANAGER, BSS OPERATIONS (North Region – Work Based Area: Kano)
Reports to: Head, Access Network/Operations
Summary Job Responsibility:
• Implements an effective framework for the operation and maintenance of the Base Station Subsystem (BSS) and provide high level support functions on all operational transmission equipment.
• Assists the Head, Access Network in communicating the unit’s direction and objectives to the subordinate staff.
• Keep abreast of global and local best practice as it relates to the team/function’s activities.
• Establish and manage SLAs with key internal and external stakeholders.
• Ensures the commissioning, management and administration of BSS and access network platform infrastructure (UNIX Solaris and application level) and related equipment.
• Participate in BTS integration and acceptance tests.
• Diagnose and clear any faults/alarms or ensure escalation within time period stipulated in SLAs to appropriate parties as required.

MANAGER, INTERCONNECT ACCOUNT & SETTLEMENT – Engineering Department & Lagos
Reports to: Head, Carrier Relations.
Summary Job Responsibility:
• Manages relationship with interconnect partners and ensures accurate capturing of Call Detail Records (CDR) and settlement of interconnect bills.
• Negotiate interconnect contracts.
• Facilitate and coordinate the technical aspects of interconnect between Etisalat Nigeria and roaming partners.
• Facilitate and coordinate the technical aspects of National interconnect between Etisalat Nigeria and other National operators
• Collect and interpret data on the dimension of air traffic between Etisalat Nigeria and the various operators.
• Liaise with IT Department to monitor the performance and operation of the interconnect billing systems to ensure constant system availability.
• Ensures the administration of user security/access on interconnect billing systems and database.
• Investigate and resolve complaints/request relating to roaming and interconnect billing.

• Negotiate all nonstandard requirements for the agreement in liaison with Finance and Revenue Assurance as appropriate.

Summary Job Responsibility:
• Manages and oversees the analysis, build, design, implementation and acceptance of new products configuration in the CRM module.
• Oversees implementation, integration and upgrade of existing/new solutions in the Customer Relationship Management module (CRM) enterprise-wide
• Oversees planning for the order handling process for SIM cards, recharge vouchers and ll other fulfillment for EMTS.
• Oversees the technical scoping, capacity planning, hardware sizing and system functional requirement availability for the BSS systems.
• Ensures timely delivery of all fulfillment projects.
• Prepares RFPs & RFQs and audit statement of compliance and functional requirements for enterprise requirements in customer care and billing.
Requirements:
• A Bachelor’s degree in a numerate or technology field of study (Engineering, Computer Science, Computer Engineering, Mathematics, Business Management, Accounting , Physics, Statistics, etc).
• Relevant certification in a core IT Technology such as IPs, Operating Systems, Software Development, Service Oriented Architecture or DBA is required.

MANAGER, VAS DEVELOPMENT – (Network Development Dept – Lagos)

• Manages development of Value Added Services (VAS) platforms and other third party applications and services.
• Provides input in translating Etisalat-Nigeria Business Plan and subscriber growth assumptions into requirements for the Value Added Services.

• Carry out detailed check of design proposals and TSS Soil Test Reports submitted by Etisalat Civil Contractors in the region and recommend to Head, Civil for Acceptance/Approval.
• Liaises with Regional Site Acquisition team when called upo, to ensure sites meet construction requirements as set out by the Company.

Reports to: Head, Capacity Planning.
Summary Job Responsibility:
• Monitors the planning of EMTS-Etisalat network capacity to sustain current and forecasted growth in EMTS subscriber base and ensure that forecasted customer demands are met.
• Implements short and long-term network capacity plans to accommodate EMTS-Etisalat projections.
• Support the Head, Capacity Planning, by providing field sensitive feedback on the nominal capacity rollout strategy.
• Provides input in the modeling of current and future network capacity against future business growth/requirements.
• Provides functional and operational support in the planning of network capacity rollout across the country.
• Ensures adequate and effective network monitoring and regular network utilization trend reporting to determine appropriate capacity rightsizing activities.
• Ensures that network capacity planning is done in a timely manner so that it falls in line with regulatory stipulations for GSM rollout in Nigeria.
• Supports the Head, Capacity Planning to manage inter-functional relations to ensure synergy across the various departmental functions.

Reports to: Manager, Packet Core Planning.
Summary Job Responsibility:
• Assists in the design, planning and optimization of packet switching components of EMTS core network, systems and platforms.
• Provides inputs in translating EMTS business plan and subscriber growth assumptions into requirements for the core network packet switching system.
• Reviews the unit/team’s activities and make recommendations for improvement and implement approved improvement initiatives to ensure enhanced performance of the team.
• Assists in the timely provisioning of pacet switching network capacity for all the GSM elements, features, protocols, etc.
• Designs, plans and dimension packet switching network elements to ensure optimal use and deployment of resources.
• Provides useful inputs in defining the locations for packet switches and other network elements.
• Coordinates the unit’s activities and ensure compliance with the organization’s operating policies, controls and procedures.

ENGINEER, CIVIL (West, East & North Regions)
Reports to: Senior Engineer, Civil.
Summary Job Responsibility:
• Provides operational assistance to the Senior Engineer Civil, in the day-to-day execution of the section’s tasks necessary for the provision of civil/structural engineering functions to support construction activities in the regions.
• Documents/reviews Drawing approvals and Site visitations to gather appropriate technical data as input to the Senior Engineer Civil, for design proposals and approvals. Preparation of representative sketches.
• Collate and prepare draft of appropriate daily, weekly and monthly activity and performance reports or any other report as assigned by the Senior Engineer.

• Contributes to the planning and optimization of EMTS core network systems and platforms to support Value Added Services and ensure compatibility and integration with EMTS existing infrastructure.
• Analyze statistical report for proper optimization of Value Added Service platform.
• Reviews Business Requirement Document (BRD) and ensures vendor implement according to commercial requirements
• Monitor VAS license usage capacity to ensure proper expansion plan is put in place.
• Performs any other duties as assigned by Manager, VAS.
Requirements:
• Bachelor’s degree in Civil/Structural Engineering or related discipline.

ENGINEER, CS CORE PLANNING – Lagos & Abuja
Reports to: Manager, Core Planning.
Summary Job Responsibility:
• Assists in the design, planning and optimization of circuit switching core network of EMTS systems and platforms.
• Provides input in translating EMTS business plan and subscriber growth assumptions int requirements for the core network circuit switching systems.
• Assists in the timely provisioning of the circuit switching network capacity for all the GSM elements, features, protocols, etc.
• Tune the system parameters and optimize them with different planning teams/sections Designs.
• Plan for HW/SW expansion according to the daily statistic reports.
• Study and prepare new solutions in line with marketing requirements.
• Performs any other duties as assigned by Manager, CS Core/Planning.
