Vacancies at Federal Department of Forestry/UN-REDD

The Federal Department of Forestry and Its REDD+ Secretariat, in collaboration with the Department of Climate Change, announce two vacancies to support the implementation of the UN-REDD Nigeria National Programme: a Programme Manager and a Programme Administrative & Finance Assistant.
These professionals will be based in Abuja, at the federal REDD+ Secretariat, with occasional travel to Cross River State (which is Nigeria’s demonstration state for REDD+).


Position: Programme Manager
Main roles and Responsibilities:
  • Coordinate, implement, facilitate and monitor the overall Nigeria REDD+ programmatic work.
  • Support day-to-day management and effective implementation of the UN-REDD Nigeria national programme, particularly its federal components.
  • Assist with the implementation of the new Nigeria REDD+ & Climate Diplomacy initiative: and
  • Support communications, training, stakeholder engagement and knowledge-management work and products.
Qualifications and experience required:
  • A Masters degree or equivalent in Natural Resources Management, environmental or development economics, or a development- related discipline.
  • A minimum of 10 years of professional experi­ence in project/programme management and implementation in Nigeria.
  • Experience with international development programmes & partners.
  • Good technical knowledge of climate change policy and projects.

Position: Programme Administrative & Finance Assistant
Main roles and responsibilities:
  • Provide financial and administrative support for the efficient implementation of Outcomes 1 & 2 of the Programme.
  • Support the reporting tasks and documentation of the UN-REDD Nigeria Programme and of other related initiatives.
  • Undertake preparation for programme events, including workshops, meetings, and trainings.
  • Support logistical arrangements for Programme staff, consultants & guests.
  • Lead accounting and reporting activities, including ensuring that expenditures are in accordance with UN procedures, and that all transactions are correctly booked to the correct budget lines.
  • Set up accounting system, including reporting forms and filing system for the programme, in accordance with the Programme document and UN procedures.
  • Prepare programme financial reports for clearance.
Qualifications and experience required:
  • A University degree in accounting, finance or related fields.
  • Solid experience of budgeting, planning and reporting on foreign funded projects.
  • Good secretarial skills and good organizational capacity.
  • Knowledge in administrative and accounting procedures of the Government.
  • Good computer skills in common Word processing, spreadsheet (MS Excel), & accounting software.
  • Appropriate English language skills, both spoken anti written.
These positions, as long-term consultants, are open to Nigeria professionals.

Candidates must possess:
(a)        A minimum of Ph.D. in the relevant area of specialization;
(b)        Must have at least 12 years of teaching and research experience in the University System;
(c)        Must show academic  leadership through postgraduate supervision and be able to attract research grants from both local and international funding agencies;
(d)       Must show academic excellence through publications in recognized local and international journals;
(e)        At least eighteen (18) recognized publications with at least five (5) in reputable foreign journals;
(f)        Must be ready to lead various research groups within the department and the university as a whole;
(g)        Must have spent three (3) years as Senior Lecturer.

(iii)       Senior Lecturer: Salary CONUASS 05
Academic qualifications required:
Candidates must possess:
(a)        A minimum of Ph.D. in the relevant fields;
(b)        Must have at least 9 years of teaching and research experience in the University System;
(c)        Must show academic leadership through postgraduate supervision and be able to attract research grants from both local and international funding agencies;

The Bursar is the Chief Financial Officer of the University and is directly responsible to the Vice Chancellor for the management of the University finances.

(a) Candidates for the Post of Deputy Registrar
(CONTISS 14) must possess a good honours degree (Minimum of second class lower division in Arts, Social/Management Sciences or Humanities) from a recognized University plus NYSC Discharge Certificate or Evidence of Exemption. Higher qualification will be an added advantage.
(b)        Candidates must have at least 12 years relevant post NYSC working experience, a considerable part of which must be in University or comparable Institution of Higher Learning Administration;
(c)        Candidates must not be below the level of Principal Assistant Registrar in a University; and
(d)       Candidates must be Computer literate and must demonstrate proficiency in the deployment of Information Technology in Database Management, e-Registration, e-Administration and General Management. To be eligible for appointment as a Reader, a candidate shall possess a Ph.D. or MBBS and the Fellowship of the National Postgraduate Medical College or West African Postgraduate Medical College or their equivalents with at least three (3) years of teaching and research experience at the Senior Lecturer level. In addition, the candidate must show evidence of outstanding performance in original research, postgraduate supervision, capacity for academic leadership, be of good character and shall be externally assessed. Evidence of research output shall include a minimum of fifteen (15) publications, at least eight (8) of which shall be original articles in recognized academic journals while others may be in conference proceedings, book chapters in book, manuals, and technical reports on recognized research projects provided that at least five (5) publications have been produced since the last promotion.

Senior Lecturer: 
To be eligible for appointment as a Senior Lecturer, a candidate shall possess a Ph.D. or MBBS and the Fellowship of the National Postgraduate Medical College or West African Postgraduate Medical College or their equivalents, must have served for at least that least three (3) years as Lecturer I and show evidence of satisfactory performance in teaching and research. In addition the candidate should have a minimum of eight (6) publications, at least five (5) of which shall be original articles in recognized academic journals while others may be in conference proceedings, book chapters in book, manuals, and technical reports on recognized research projects provided that at least three (3) publications have been produced since becoming Lecture I. and shall be of good character.

Assistant Director Information and Communication Technology: 
To be eligible for appointment as Assistant Director (CT, a candidate shall possess a Ph.D. in Computer Science, with twelve (12) years relevant professional experience, demonstrate considerable experience in the development and implementation of system analysis, programming and data processing, show management ability and leadership qualities, and be of good character. Successful candidate is expected to teach in the Department of Mathematics.
