LMS-ACT is an MSH-implemented project in Nigeria that aims at supporting State Ministries of Health and State Action Committees on AIDS (SACA) to deliver comprehensive HIV/AIDS/TB services including providing antiretroviral therapy for the hundreds of thousands of people in need in Nigeria. The project will scale up the US President’s Emergency Plan for AIDS Relief (PEPFAR) programming to achieve its goals for provision of ART, palliative care services for HIV –TB co-infected individuals, and prevention of HIV transmission from mother-to-child (PMTCT).
ASSOCIATE DIRECTOR HEALTH SYSTEMS STRENGTHENING
Location: Abuja.
The objective of the Associate Director Health Systems Strengthening position is to collaborate with the federal level government and partners and provide overall technical direction of health systems strengthening strategies and interventions at the State/LGA and community levels to result in sustainable government led greater access, quality and use of priority HIV/AIDS and TB services and lead to improved health outcomes.
Specific Qualification and Experience:
• Post-graduate degree in public health, health planning, health economics or a health related field with extensive field experience managing programs in the developing world.
• At least 8 years experience working at a senior level on health systems strengthening including health planning health financing, human resources for health, and decentralization of health services in a public or private organization. Nigerian Ministry of Health or West African country experience is preferred.
• Significant involvement in health sector reform activities is desirable.
• Substantial experience and demonstrated success in designing, implementing and managing complex health project in developing countries.
• Experience working with PEPFAR and USAID-funded HIV/AIDS projects is highly desirable.
• Excellent facilitator skills’ supporting decentralized entities to translate policies into strategic plans for implementation is a must.
HEALTH SYSTEMS STRENGTHENING ADVISOR
Location: Abuja
The objective of the Health Systems Strengthening Advisor position is to provide leadership for building sufficient and sustained capacity at State and LGA levels in HIV/AIDS/TB multi-sectoral strategic planning and financing including related health sector-specific systems strengthening and monitoring for results.
Specific Qualification and Experience:
• Post-graduate degree in public health or health planning or health economics or related field with extensive field experience managing programs in the developing world.
• A least 5 years experience working at a senior level on health systems strengthening including particularly health planning and health financing in decentralized health systems. Nigerian or West African country experience is preferred.
• Substantial experience and demonstrated success in designing, implementing and managing complex health project in developing countries.
• Demonstrable capacity to network and negotiate with key stakeholders across different sectors in support of health of HIV/AIDS programs.
• Experience working with PEPFAR and USAID-funded HIV/AIDS projects is highly desirable.
• Excellent facilitation skills’ supporting decentralized entities to translate policies into strategic plans for implementation is a must.
• Excellent computer literacy in spreadsheets is a must.
LABORATORY SPECIALIST
Location: Kwara State
The laboratory Specialist will be required to provide technical leadership in laboratory management in support to HIV infection diagnosis, monitoring treatment and diagnosing also He/She will contribute to the health facility upgrades plans in the area of laboratory upgrades including needs for equipment, water and drainage, safe disposal of sharps and contaminated waste wastes, and health facility laboratory staff in services training.
As part of train and supervise project laboratory coordinators at state level in the use of new technologies for HIV diagnosis and treatment monitoring, work closely with the project Logistic and Procurement Specialist to introduce and over see the functioning of the process for re-ordering at re-supply test kits, reagents and other laboratory consumables to ensure no stock outs.
Key Qualifications:
• A laboratory scientist must be registered with Medical Laboratory Science Council of Nigeria (MLSCN)
• Minimum of B.Sc/HND Medical Laboratory Science.
• Preferably with a Postgraduate degree in public health/health science
• Significant experience in Laboratory diagnosis of AIDS, tuberculosis and other opportunistic infections and laboratory monitoring of clinical status of people living with HIV essential
• Familiarity with ministry of health national VCT guidelines and diagnosis algorithms essential.
HIV PREVENTION SPECIALISTS (3 POSITIONS)
Location: Kebbi, Taraba, Adamawa
The objective of the HPS position will be to provide leadership to the state program in building a network of effective gender-sensitive, targeted HIV prevention services in catchment communities around CCT and satellite PHC health facilities, (Abstinence Be Faithful (AB) and other prevention programs, demand creation for HCT, care and treatment) creating synergies with the clinical care programs and work being done by PLWHAs.
Specific Qualification and Experience:
• A Postgraduate degree in Health Education and Health Promotion or related field
• Minimum 5 years proven experience in programming and management of HIV/AIDS/TB prevention programs at a senior level.
• At least 2-year experience in the design and implementation of IEC/BCC programs is a must
• Demonstrable experience in developing health education materials
• Ability to use standard computer and software applications. Advanced MS Word, Advanced Power Point Advanced MS Publisher.
• The ideal candidate must have a great deal of initiative and integrity, an understanding and/or interest in the work of LMS, and a balance of creative, technical, and interpersonal skills.
STATE HIV COMMUNITY SERVICES SPECIALISTS
Location:
The objective of the Community Services Specialist position will be to provide leadership to the state program in building a network of community HIV services (identification, referral and support of HIV positive clients, follow-up of clients on ART and/or TB treatment and follow up of PMTCT mother-baby pairs home-based care, OVC and other related services) and ink them with the health-facility based services.
Specific Qualification and Experience:
• To perform this job successfully an individual must be able to perform each essential duly satisfactorily.
The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
• The suitable candidate will have a postgraduate degree in Social Sciences, Public Health, Nursing/midwifery or related discipline with at least 3 years senior level work experience in health program management in developing countries.
• The candidate will have proven hands-no programmatic, technical and managerial expertise in provision of at least 4 community HIV/AIDS services and developing and nurturing partnerships with local NGOs, FBOs and CBOs.
• Extensive experience working with networks of Persons Living with HIV/AIDS (PLWHAs) is a must.
• The candidate will demonstrate excellent understanding of the continuum of care for HIV infected individuals and be willing to multi-task for several services.
