PMU Procurement Officer

The overall objective of the service provided by the PMU Procurement Officer is to coordinate with the Administrative and Financial Expert all activities geared towards improving the overall procurement procedures of the EU – SRIK project

Specific Responsibilities: He/she is expected to
  • Establish effective and efficient procurement and contract procedures under the project in conformity with EDF procurement regulations.
  • Preparation and follow-up of necessary supplies and works tender documents.
  • Ensure that procurement (Supplies and Works) and contracting procedures of the project conform to EDF regulations. :Assist the Administrative and Financial Expert and all other technical assistants to make a cost estimate of their planned procurement activities and to summarise them to a global cost estimate.
  • Contributing to produce the monitoring framework for the SRIK as regards procurement.
  • Suggesting and initiating appropriate remedial actions in case of significant variance between SRIK procurement plans and activities/outputs.
  • Contributing to the definition of the training packages on procurement matters.
  • Carry out other assignments as determined by the Administrative and Financial Expert.
  • And any other duties that may be assigned to him by the Team Leader

Reporting
The Procurement Officer will report to the Team Leader through the Administrative and Financial Expert.

Assignment
The service contract for the Procurement Officer will commence from the date of appointment.
The initial assignment will be for 8 months.

Profile
  • Candidate for the post of PMU Procurement Officer is expected to have the following profile:
  • Academic training in Purchasing & Supply or any other related field
  • Fluency in English
  • Excellent computer skills
  • At least one year experience in procurement activities
  • Excellent interpersonal and communication skills; ability to work in a team and to achieve consensus; a high degree of motivation and personal initiative; and ability to work without direct supervision.

Other specific requirements are:
  • Strong public relations, communication, reporting, organizational and computer skills
  • Solid field experience in Nigerian system and good understanding of the workings of international organizations and Health institutions, particularly those involved in immunization activities.
  • Ability to think laterally and priorities and identify comparative advantages in the interest of the project.
  • To be team player with good interpersonal and negotiating skills.
  • Ability to work quickly under tight time constraints and be very adaptable and flexible in his/her approach.
  • Excellent speaking and writing skills in English.
